Method 1: The 27 Current EU Members (Excluding the UK and its territories)
There are more than 27 codes as France, Denmark and Sweden have multiple IDs for various reasons. All these IDs represent full EU nationality.

Andorra,
Iceland,
Liechtenstein,
Monaco,
Norway (3 IDs),
San Marino,
Switzerland.
People from these countries are not EU nationals but may need to be included for practical purposes.

Method 3: Completionist list.
This includes the IDs for European regions that issue EU passports as part of their relationship with the UK (while it is an EU member).
Vatican City is also included, even though it is not an EU member, as it functions as one in most ways. The four Kingdom of the Netherlands regions are included. This is because, though they do not issue EU passports, their members are often treated as EU citizens, or may hold Dutch nationality.
