In order to grant access to Campaign Manager, a User Admin will need to go into the 'Users' app and find the User Profile in question.
Click into the 'Permissions' tab.
You will find a new app called 'Campaign Manager' in Core App Permissions.
Choose the appropriate access level. Read more about each permission level.
Save the profile and the user will now have access to Campaign Manager.
